In the Matter of Declaring a Local State of Emergency due to COVID-19 (Coronavirus). - BOCC

Background: ORS 401.309 authorizes the Board of County Commissioners to declare that a state of emergency exists in Klamath County and establish procedures to prepare for and carry out any activity to prevent, minimize, respond to or recover from an emergency.


Fiscal Impact: None.


Recommended Motion: Resolution 2020-019 Declaring a Local State of Emergency due to COVID-19 (Coronavirus) was discussed and signed in a public meeting on March 17, 2020

Bids/Awards/Proposals

1.

In the matter of accepting the proposal from MGT Consulting Group for a Classification/Compensation and Equal Pay Studies for the County. - Lisa Wheeler, Human Resources

Background: On November 26, 2019 the County Commissioners issued a Request for Proposals for a Classification/Compensation and Equal Pay Studies for the County. We received responses from MGT Consulting Group, JB Reward Systems and Gallagher Human Resources & Compensation Consulting practice. The RFP Committee met on February 25, 2020 and selected MGT Consulting to perform the requested services.


Fiscal Impact: $80,000.00 from General Fund Non-Departmental


Recommended Motion: Authorize acceptance of proposal from MGT Consulting Group for a Classification/Compensation and Equal Pay Studies for the County. 

2.

In the Matter of obtaining approval to issue a request for quotes to purchase one new full-size SUV. Phillip Squibb, DDS

Background: Developmental Disabilities has increased staff in the past 7 months and needs to add to the fleet to support serving clientele.

Fiscal Impact: None

Recommended Motion:  Approve Developmental Disabilities Services’ to issue a request for quotes for a new full-size SUV. Fiscal Impact: None

Agreements

1.

In the matter of approving Amendment No. 1 of the 2019-2021 CJC JRI Grant agreement and allowing Aaron Hartman to sign. Aaron Hartman, Community Corrections

Background: Community Corrections was approved to apply and subsequently awarded the 2019-2021 Oregon Criminal Justice Commission’s (CJC) “Justice Reinvestment Grant Program” Grant. The JRI Grant and Supplemental Grant funds finance operations at the Klamath County Jail, the Klamath County Pre-Trial Program, the DDA at the Klamath County District Attorney’s office and the Klamath Evidence Based Sentencing Program, Klamath Basin Behavioral Health, and 10% to Victim Services. 

CJC recently conducted an internal review of their professional insurance liability requirements and decided to change the previous condition of $2 million per claim and $4 million on aggregate in coverage for personal liability to only requiring $1 million in coverage per claim and $3 million on aggregate in coverage for personal liability. This amendment agreement reflects the new coverage requirements. 

Fiscal Impact: No fiscal impact. 

Recommended Motion: Motion to approve Amendment No. 1 of the 2019-2021 CJC JRI Grant agreement and allow Aaron Hartman to sign. Fiscal Impact: No fiscal impact. 

2.

In the matter of modification 01 to agreement No. 19-PA-11060200-010 between the Fremont-Winema National Forest and Klamath County for Weed Control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The attached modification is to extend the current agreement from 5/1/2020 to 9/30/2020 and add an additional $15,000.00 in funding.  This funding and all remaining previously obligated funds will remain available for use through the end of the new performance period.  The agreement is effective upon execution.

Fiscal Impact:  Income of $15,000.00 to the Weed Control Budget.

Recommended Motion:  Board approve and sign modification 01 to agreement No. 19-PA-11060200-010 between the Fremont-Winema National Forest and Klamath County for Weed Control.  Fiscal impact of $15,000.00 income to the Weed Control Budget.
