Approve Minutes from last meeting

In the matter of approving the Minutes from the April 28, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

Proclamations/Presentations

1.

In the matter of presenting monthly Employee Service Awards. - BOCC

Background:  Employees are presented service awards in 5 year increments beginning with their first 5 years of service to Klamath County.

Recommended Motion:   Read above names for the record.

Bids/Awards/Proposals

1.

In the Matter of awarding bid for Liquid Asphalt provided for the 2020 chip seal season. Jeremy Morris, Public Works

Background: The Public Works Department mailed Liquid Asphalt specifications to five (5) different vendors on February 7, 2020.  Quotes were required by 5:00pm on March 31, 2020.  The following bid was received:

Albina Asphalt $1,542,747.50

Public Works recommends that the quote be awarded to Albina Asphalt for $1,542,747.50.  Initial purchase to be out of Operating Budget, reimbursement to Operating Budget to be made out of Federal Reserve for Forest Highways after chip seal operations are complete.  This will be approximately 59 miles of Federal Forest out of 124 miles total. 


Fiscal Impact:  $1,542,747.50 expenditure to the Road Operating Budget.

Recommended Motion:  Board approve and execute Bid Award to Albina Asphalt for the purchase of Liquid Asphalt for the 2020 chip seal season.  The fiscal impact is $1,542,747.50 to the Public Works Operating Budget.
2.

In the matter of accepting quote #146R from PacWest Machinery for One (1) New Etnyre Four Wheel Drive Chipspreader. Jeremy Morris, Public Works

Background:  Curry County has executed an agreement with PacWest Machinery for the purchase of a new hydrostatically driven four-wheel drive chip spreader.  Pursuant to ORS 279A and LCRBR, other public agencies shall have the ability to purchase the awarded goods and services from the awarded contractor(s) under the terms and conditions of the resultant contract.  Klamath County Public Works recommends the use of this agreement for the purchase of the above referenced Chipspreader.  This will replace our 1999 chipspreader.

Fiscal Impact:  $327,745.00 expenditure to the Road Department Equipment Reserve Budget

Recommended Motion:  Board to accept and authorize chair to sign the quote from PacWest Machinery for One (1) New Etnyre Four Wheel Drive Chipspreader.  Fiscal Impact is $327,745.00 expenditure from the Road Department Equipment Reserve Budget.

Orders

1.

In the matter of reappointing Kirk Daniels to the Suburban Lighting District Board. - BOCC

Background: The Suburban Lighting District has a vacancy and has recommended the reappointment of Kirk Daniels.  Mr. Daniels is willing, able and eligible to serve a term on the Board commencing this day and continuing until December 31, 2023.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Kirk Daniels to the Suburban Lighting District Board.

Agreements

1.

In the matter of requesting the Board to approve District Attorney, Eve Costello, to enter into and sign a copier maintenance agreement with Canon Solutions, District Attorney, Eve Costello


Background: The District Attorney’s Office needs to renew the maintenance agreement for Canon ImageRunner 6265 copier/printer. This agreement will provide preventative, emergency maintenance and toner cartridges. This agreement is for 12 months. The cost per copy is .0125.

Fiscal Impact: The cost per copy is .0125. The expenditure will be paid out of DA material and services budget.

Recommended Motion: To approve District Attorney, Eve Costello, to enter into and sign a copier maintenance agreement with Canon Solutions for preventative, emergency maintenance and toner for the ImageRunner 6265 copier/printer. The fiscal impact is the cost per copy at .0125. The expenditure will be paid out of DA material and services budget.
2.

In the matter of the approval to enter into an agreement with AECOM Technical Services, Inc., for engineering and consulting services for the Solid Waste Division. Tom Crist, Solid Waste Manager

Background: AECOM Technical Services, Inc. which was previously URS has been providing engineering services for the Solid Waste Division since 2001. This agreement is for AECOM to prepare and submit the annual Financial Assurance update to the Oregon Department of Environmental Quality (DEQ), which is a condition of the Klamath and Chemult landfill permits. This agreement is effective upon signature by both parties and shall remain in force until all obligations related to the services have been fulfilled.   

Fiscal Impact: Expenditure not to exceed $4,400 from the Solid Waste Fund 5020.   

Recommended Motion: 
Approval of an agreement with AECOM Technical Services, Inc., for engineering and consulting services for the Solid Waste Division. This agreement is effective upon signature by both parties and shall remain in force until all obligations related to the service have been fulfilled; and authorize the Solid Waste Manager to sign agreement; Fiscal Impact, expenditure not to exceed $4,400 from the Solid Waste fund 5020.
