In the matter of approving the "Minutes" from the October 3, 2017 business meeting - BOCC

Background:  Approve the “Minutes” which summarizes all business by the Board of Commissioners for the business meeting held on the date stated above.

Fiscal Impact:
  None

Recommended Motion:  Approve the minutes as presented.

Prior Approved Items

1.

In the Matter of reducing insurance requirements for Crest Street abatement.- Stephanie Brown, Community Development

Background: The abatement located at Crest Street will require a construction contract, which currently has insurance requirements of $5,000,000 each occurrence with an aggregate of $6,000,000.  Where there will be no construction on the property only abatement we are requesting the insurance rates be reduced to the $1,000,000 each occurrence with an aggregate $2,000,000.

Fiscal Impact:
None at this time.

Recommend Motion:
Approve to reduce the Crest Street abatement from the current construction contract amounts of $5,000,000 each occurrence with an aggregate of $6,000,000.  Where there will be no construction on the property only abatement we are requesting the insurance rates be reduced to the $1,000,000 each occurrence with an aggregate $2,000,000.

Agreements

1.

In the matter of an agreement between Cascade Aggregate Resources (Lessor) and Klamath County Public Works Dept. (Lessee), relating to property at Bly, Oregon suitable for a rock stockpile site. -- Jeremy Morris, Public Works

BACKGROUND & CONCLUSIONS:  Lessor owns property at Bly, Oregon that has an established rock quarry and adjacent area suitable for a rock stockpile site.  Lessee has need of a secure stockpile site for chip and base rock to be used on County roads in the vicinity of Bly during the 2018 through 2022 construction seasons.  Lessee would pay Lessor $1,000.00 for the use of said stockpile site from approx. 10/16/17 – 10/1/22.

FISCAL IMPACT:  $1,000.00 expense to the Public Works Operating Budget. 

RECOMMENDED MOTION: Board Approve and sign agreement between Cascade Aggregate Resources (Lessor) and Klamath County Public Works Dept. (Lessee), relating to property at Bly, Oregon suitable for a rock stockpile site.  Fiscal Impact is $1,000.00 expense to the Public Works Operating Budget.

In the matter of approving amendment 1 to agreement #154117, 2017-2019 Intergovernmental Agreement for Financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA) and Klamath County acting by and through Klamath County Public Health. - Courtney Vanbragt, Public Health

Background: This amendment increases the funding under program element 40 Woman, Infants and Children by $17,703. Exhibit C "Financial Assistance Award" and Exhibit J which provides federal funding information as required under 2 CFR Part 200, are updated to by this amendment to include this funding increase. The agreement effective dates remain July 1, 2017 through June 30, 2019.

Fiscal Impact:
Net Fiscal impact increased revenue of $17,703 for FY17/18 to sub department 4048.

Recommended Motion:  Approve amendment 1 to agreement #154117 between the State of Oregon and Klamath County. Net Fiscal impact increased revenue of $17,703 for FY17/18 to sub department 4048 and authorize the Department Head to sign the agreement.

Licenses

1.

In the Matter of approving renewal liquor licenses for More Than Mongolian Grill, Squaw Flat Store, Hanscam’s Bowling Center, Odessa Store, The Whoa Tavern, The Keno Store, Arnie’s Playhouse, Mario’s Sandwiches, My Store in the Woods and BigFoot Tavern. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: None
