In the matter of approving the Minutes from the October 6th, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.


Fiscal Impact: None


Recommended Motion: Approve the Minutes as presented.

Resolutions

1.

In the matter of a Resolution regarding a health hazard annexation with the Gilchrist Townsite. - BOCC

Background:  The Klamath County Public Health Department has verified the conditions causing a danger to the public health of the citizens of the town of Gilchrist by letter dated September 10, 2020 attached hereto as Exhibit 4.    The Crescent Sanitary District has adopted a Resolution, attached hereto as Exhibit 3, approving the annexation of all the Gilchrist Sewer Company’s customers to allow the Gilchrist’s collection system influent to be directed into Crescent Sanitary District’s treatment plant after all necessary construction has been completed which will eliminate the public health hazard that currently exists.

Fiscal Impact: None

Recommended Motion: Motion to approve and sign the attached Resolution regarding a health hazard annexation within the Gilchrist Townsite.  Fiscal impact: None.
7.

Orders

1.

In the matter of vacating Lots 20 and 21 Block 2 of Tract 1034 Lakewoods Subdivision. Map No. R-3805-005B0 Tax Lots: 03500 and 03400. Erik Nobel, Planning

Background:  The property owner of the two lots (Jeffery and Karen VanDam) who have signed a petition requesting this action.  Vacating the lots will not be detrimental to the public.  The Planning Director’s Report recommends that the two lots be vacated from the subdivision. The applicant paid the $583 application fee to process the request to vacate the lots.  Approval of the final order by the Board of Commissioners has no fiscal impact to the county.

Fiscal Impact:   There is no fiscal impact to Klamath County.

Recommended Motion:   Approve the Final Order to vacate the above described property located in Klamath County Oregon. (File No. LV 10-20).  There is no fiscal impact to Klamath County.

In the matter of vacating Lots 717 and 718 of Tract 1371 Running Y Ranch Resort Phase 9. Map No. R-3808-010C0 Tax Lot: 4700 and 4800. Erik Nobel, Planning Director, CDD/Planning

Background:  The property owner of the two lots (Anne and Thomas Keyser) who have signed a petition requesting this action.  Vacating the lots will not be detrimental to the public.  The Planning Director’s Report recommends that the two lots be vacated from the subdivision. The applicant paid the $583 application fee to process the request to vacate the lots.  Approval of the final order by the Board of Commissioners has no fiscal impact to the county.

Fiscal Impact:   There is no fiscal impact to Klamath County.

Recommended Motion:   Approve the Final Order to vacate the above described property located in Klamath County Oregon. (File No. LV 9-20).  There is no fiscal impact to Klamath County.

Agreements

1.

In the Matter of requesting approval to renew existing agreement with Social Security Administration to provide information on incarcerated inmates to allow for incentive payments for those receiving benefits. Chris Kaber Sheriff

Background: Currently the Klamath County Sheriff’s Office- Corrections division has an agreement with the Social Security Administration to provide information on current incarcerated inmates.  This agreement allows for varied amounts of funding depending on the incarcerated inmates length of stay.  


Fiscal Impact: Any revenue received into the General Fund, Sheriff’s Office-Corrections, estimated to be approximately $4,000 in the 2020-2021 fiscal year.


Recommended Motion: Approve the Sheriff to sign the Social Security Administration Agreement, effective August 1st, 2020 until modified in writing by Klamath County Sheriff’s Office Corrections and the Social Security Administration.  This agreement will provide varied levels of funding estimated to be approximately $4,000 into General Fund, Sheriff’s Office Corrections.

In the matter of approving an agreement with Monica Shaw for the Child Care Co-Op Program. - BOCC

Background: The Klamath County Commissioners created the temporary Child Care Co-Op Program to assist parents and families with the time their children would normally be in school but cannot attend Full time or at all due to COVID-19 and current restrictions. Ms. Shaw will develop policies and procedures, method of tracking compliance, monitor health and safety, create and submit monthly monitor reports, as well as work with project manager on final reporting for program compliance.

Fiscal Impact: Expenditure not to exceed $2,200.00 per month from the CARES grant funding. 

Recommended Motion: Approve and authorize the Chair to sign the agreement with Monica Shaw. Fiscal Impact: Expenditure not to exceed $2,200.00 per month from the CARES grant funding. 

9.

Licenses

1.

In the matter of approving a recommendation for a new liquor license for Real Taste of India and renewal liquor licenses for Oconnor’s Irish Pub & Diner, Skyline Brewing Company, Mia & Pia’s Pizzeria & Brewhouse, Bigfoot Tavern, Gourmet Peddlers, The Market at Running Y, Red Rooster Grill & Pub and La Super Torta. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: Revenue of $ 25.00 for each new and $10.00 for each renewal license, to the General Fund Commissioners.
