In the Matter of the Adoption of a Supplemental Budget within the Museum Fund - Jason Link Finance

Background:
Klamath County Museum department is responsible for maintenance of exhibits and conservation of artifacts in the museum. The Museum department encourages the public's participation and education of history through various community activities and there are material costs associated with providing the education. Theses costs were not previously budgeted in sufficient amounts.

Fiscal Impact:
Museum Fund, no fiscal impact

Motion:
The Board of Commissioners of Klamath County, Oregon hereby approve the supplemental budget for fiscal year 2017-2018 as outlined in the attached documents for changes to the Museum Fund, no fiscal impact; and direct the Chief Financial Officer to make the appropriate entries in the Klamath County budget to reflect the changes in the budget.

In the Matter of the Adoption of a Supplemental Budget within the General Fund and the Violation Reserve sub-department of the Community Development Fund, Vickie Noel

Issue: In the Matter of the Adoption of a Supplemental Budget within the General Fund and the Violation Reserve sub-department of the Community Development Fund.

Background: Klamath County determined it necessary to establish and maintain a program for the control and abatement of nuisances which constitute a hazard or menace to the health, safety, and welfare of the people of Klamath County. The established Nuisance Abatement Reserve does not have sufficient funds available for any current or future abatement costs. The commissioners approved a transfer of $50,000 form the General Fund to the Violation Reserve sub-department of Community Development to pay for the necessary abatement costs.

Fiscal Impact: General Fund, fiscal impact; None / Violation Reserve sub-department of the Community Development Fund (5050-6050-6052) fiscal impact; $50,000 in revenue and expenditure

Recommended Motion: The Board of Commissioners of Klamath County, Oregon hereby approve the supplemental budget for fiscal year 2017-2018 as outlined in the attached documents for changes to the General Fund, no fiscal impact; and Violation Reserve sub-department of the Community Development Fund, fiscal impact; increased revenues and expenditures of $50,000, and direct the Assistant Finance Officer to make the appropriate entries in the Klamath County budget to reflect the change in the budget.

In the matter of appointing Phillip Squibb and reappointing Catherine Barnes, Greg Chandler, Jessica Singleton, Ron Moe, Curtis Raines, Denise Sebastian and Gloria Pena to the Developmental Disabilities Advisory Board. - BOCC

Background: There are vacancies on the Developmental Disabilities Advisory Board. A recommendation by the current Developmental Disabilities Advisory Board was made to appoint the above named individuals.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Phillip Squibb and reappointing Catherine Barnes, Greg Chandler, Jessica Singleton, Ron Moe, Curtis Raines, Denise Sebastian and Gloria Pena to the Developmental Disabilities Advisory Board.

Approve the Final Order for the vacation of Lots 21 and 22, Block 1 of Lakewoods Subdivision Unit No. 1 (Tract No. 1034) as shown on the attached Exhibit Map. Vacation of the lots will remove the property line separating them. CDD/Planning, Mark Gallagher, Planning Director

Background:  The property owners of the two lots are Jose and Carole Rodriquez.  The property owners have signed a petition requesting this action.  The vacation should pose no public harm.  The Planning Director’s Report recommends the vacation of the two lots. This will finalize the vacation.

Fiscal Impact:  There is a fiscal impact ($583 application fee).

Recommended Motion:  Approve the Final Order for the vacation of the above described property located in Klamath County, Oregon.  (Record original Order with Exhibit A)

In the matter of approving the Final Order for the vacation of Lots 14, 15, 16, and 23, Block 61 of Klamath Falls Forest Estates Hwy. 66 Unit, Plat No. 2. (Map Numbers R-3811-021B0-00500 & R-3811-021A0-01100, 01200 & 01300) Mark Gallagher, Planning Director

BACKGROUND: The property owners of the four lots are Damon and Michelle Deter.  The property owners have signed a petition requesting this action.  The vacation should pose no public harm.  The Planning Director's Report recommends the vacation of the four lots.  This will finalize the vacation.

FISCAL IMPACT:  There is a fiscal impact ($583 application fee.)

RECOMMENDED MOTION:  Approve the Final Order for the vacation of the above described property located in Klamath County, Oregon. (Record original Order with Exhibit A).

In the matter of appointing Joyce Cornutt to the Two Rivers North Special Road District. - BOCC

Background: The Two Rivers North Special Road District Board has a vacancy due to the resignation of Krystin Ruschmann.  A recommendation by the Two Rivers North Special Road District Board was made to appoint Joyce Cornutt.  Ms. Cornutt is willing, able and eligible to serve a term on the Board commencing this day and continuing until December 31, 2019.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Joyce Cornutt to the Two Rivers North Special Road District Board effective this day and expiring December 31, 2019.

In the matter of approving and signing an Order scheduling the public hearing for the dissolution of the Wocus Drainage District. - BOCC

Background: The Klamath County Board of Commissioners has received notice from the State of Oregon, Department of Revenue, that the Wocus Drainage District has not filed budget documents since the year 2012, thereby causing the State of Oregon, Department of Revenue to direct the County Board of Commissioners to commence dissolution proceedings

Fiscal Impact: To be determined by publication costs.

Recommended Motion:
Approve and sign the attached Order setting the public hearing date for the dissolution of the Wocus Drainage District on November 7, 2017 at 8:45AM in the Commissioners' hearing room.

1.

In the matter of approving a recommendation for a new liquor license for Guy’s Killer BBQ and recommendations for renewal liquor licenses for The Lake House, Ponderosa Grill and AMA Mini Mart.- BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: $25.00 for each new license and $10.00 for each renewal license.
