In the matter of approving the Minutes from the October 20th, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None


Recommended Motion: Approve the Minutes as presented.

Bids/Awards/Proposals

1.

In the matter of the BOCC accepting and approving the bid from Modoc Contracting Co., Inc. for the Klamath Crimson Rose (KCR) Classroom project. -Dan Golden, Director

Background: The Juvenile department issued an Invitation to Bid (ITB) to complete a classroom for the KCR Program inside the Klamath County Juvenile Detention Home located at 3331 Vandenberg Road, Klamath Falls, Oregon. Modoc Contracting Co., Inc. bid $193,870.00. One other bid was received from Diversified Contractors, Inc. for $201,405.00. 

Fiscal Impact: None

Recommended Motion: Approve the acceptance of a bid from Modoc Contracting Co., Inc. to complete the KCR Classroom project. There is no fiscal impact.
2.

In the matter of accepting a proposal from Government Portfolio Advisors for investment advisory services related to the Treasurer’s Investment Pool. Vickie Noel - Finance

Background:  Klamath County issued a proposal for consulting services for investment advisory services related to the Treasurer’s Investment Pool on August 11, 2020.  Klamath County received one response from Government Portfolio Advisors.  The Treasurer recommends accepting the proposal from Government Portfolio Advisors.

Fiscal Impact:  None

Recommended Motion:  Motion to accept the proposal from Government Portfolio Advisors for investment management services, there is no fiscal impact.

3.

In the matter of accepting the renewal quote from KnowBe4 for end user cyber security training software - Jessica Chastain, Information Technology

Background:  Accept the renewal quote from KnowBe4 for end user cyber security training and phish email campaigns for all Klamath County employees that have computer access.  This quote is for an additional 3 years.

Fiscal Impact: The fiscal impact is to be $14,866.16 to be paid out of the Technology Maintenance Fund.

Recommended Motion:  The Board accepts the quote from KnowBe4.  Total fiscal impact to be $14,866.16 for the 3-year term.  Allow the IT Director to sign to accept the quote.

Resolutions

1.

In the matter of setting hearing dates on Ordinance 93.00-Land Application of Biosolids-BOCC

Background:  ORS Chapter 203 and 40 CFR Part 503 recognizes the authority of local government to impose more stringent requirements on the use or disposal of reclaimed water and biosolids in order to protect public health and the environment.  The attached resolution sets the two public hearings on the proposed ordinance.

Fiscal Impact: None at this time

Recommended Motion: The Board of County Commissioners approves and signs the attached Resolution that sets the two public hearing dates.  Fiscal impact: None at this time.

Orders

1.

In the matter of appointing Paul De La Bastide to the River Pine Estates Special Road District Board. - BOCC

Background: The River Pine Special Road District Board has a vacancy and has recommended the appointment of the above named applicant who is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2020.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Paul De La Bastide to the River Pine Estates Special Road District Board.

9.

Agreements

1.

In the Matter of Approving the Klamath County Sheriff to sign a Memorandum of Understanding between the Klamath County Sheriff’s Office-Corrections and Lake County Community Justice. Chris Kaber-Sheriff

Background: Klamath County Corrections will lease 730 jail bed days to Lake County Community Justice for housing inmates for the fiscal period beginning July 1, 2020 and ending June 30, 2021. The agreement addresses the type and frequency of jail bed usage in accordance to Senate Bill 1145, medical expense mitigation, billing procedures, liability concerns and termination options.

Fiscal Impact: The memorandum of understanding will provide for $61,000 in revenue to the Klamath County Corrections department of the Sheriff’s Office which had been planned for in the 2020-2021 budget year.

Recommended Motion: Approve the Sheriff to enter into and sign the Memorandum of Understanding between Klamath County Sheriff’s Office-Corrections and Lake County Community Justice whereby Lake County will pay $61,000 to Klamath County Corrections for the leasing of 730 jail bed days during the period of July 1, 2020 through June 30, 2021.
2.

In the matter of approval of agreement with Government Portfolio Advisors for investment advisory services related to the Treasurer’s Investment Pool. Vickie Noel - Finance

Background:  The Treasurer’s Office in conjunction with the Board of Commissioners issued an RFP on August 11, 2020 for investment advisory services.  On October 27, 2020 the Board of Commissioners accepted the proposal from Government Portfolio Advisors.  The Treasurer negotiated the final terms of the agreement which expires on 10/31/2025 with two additional two-year terms as mutually agreed upon by both parties.

Fiscal Impact:  $245,000.00 Expenditure to the General Fund – Treasurer Department, $49,000.00 to be paid annually.  Fiscal impact will rise to $60,000.00 annually if the total portfolio grows over $175MM over a one-year period.

Recommended Motion:  Motion to approve the agreement with Government Portfolio Advisors for investment advisory services related to the Treasurer’s Investment Pool, fiscal impact is $49,000.00 annually ($245,000.00 contract total) with a provision to increase to $60,000.00 annually if the total portfolio grows over $175MM over a one-year period.

Licenses

1.

In the matter of approval of a Social Gaming License for SC Mason Enterprises for one (1) card table. - BOCC

Background: The Klamath County Ordinance 21.1 allows for Social Gaming License by firms, persons, or corporations doing business for profit.  Each new application is reviewed by the Klamath County Sheriff’s Office.  The Sheriff has recommended this Social Gaming License be granted.  No house income may result from the operation of these social games. Each license is effective for one calendar year.

Fiscal Impact: Revenue of $100.00 ($100.00 per table) to the General Fund Commissioners.

Recommended Motion:  Approve the Social Gaming License for SC Mason Enterprises for one (1) card table and authorize the Chair to sign the approval form. The fiscal impact is revenue of $100.00 to the General Fund Commissioners.

In the matter of approving a recommendation for a new liquor license for Dollar General 21342 6th Street. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: Revenue of $ 25.00 for each new license, to the General Fund Commissioners.
