Background:  Approve the “Minutes” which summarizes all business by the Board of Commissioners for the business meeting held on the date stated above.

In the matter of presenting the monthly employee service awards. - BOCC

Background: Employees are presented service awards in 5 year increments beginning with their first 5 years of service to Klamath County.

Public Hearings

1.

TIME CERTAIN: 8:45AM - In the matter of Holding a Public Hearing on the dissolution of the Wocus Drainage District. - BOCC

Background: The purpose of the hearing is for discussion and taking of testimony regarding the dissolution of the Wocus Drainage District.


Fiscal Impact: None.


Recommended Motion: Hold the hearing on the dissolution of the Wocus Drainage District.

Orders

1.

In the matter of approving and signing the Order dissolving the Wocus Drainage District. - BOCC

Background: The Klamath County Board of Commissioners has received notice from the State of Oregon, Department of Revenue, that the Wocus Drainage District has not filed budget documents since the year 2012, thereby causing the State of Oregon, Department of Revenue to direct the County Board of Commissioners to commence dissolution proceedings. The Board of Commissioners held a hearing on November 7th, 2017 and determined that there is no indebtedness of the District, that the District owns no real property, and that there is no sum on the books of the Klamath County Tax Collector.

Fiscal Impact: None.

Recommended Motion:
Approve and sign the attached Order dissolving the Wocus Drainage District.
2.

In the matter of approving a request to vacate Lots 8 and 9, Block 8, Sun Forest Estates (Tract 1060) - Map numbers R-2310-036C0-04800 & 04900. Planning Dept., Mark Gallagher, Planning Director

Background: The property owner of the two lots is Steve Roche acting as personal representative for the estate of Jerry J. Roche. The property owner has signed a petition requesting this action.  The vacation should pose no public harm.  The Planning Director's Report recommends the vacation of the two lots.  The action will finalize the vacation.

Fiscal Impact:  $583 Application Fee.

Recommended Motion: Approve the Final Order for the vacation of the above described property located in Klamath County, Oregon.

Agreements

1.

In the Matter of the Approval of an Oregon Cooperative Procurement Program Agreement with the State of Oregon, Department of Administrative Services - Vickie Noel, Finance

Background: The Finance Department desires to enter into a cooperative procurement program agreement with the State of Oregon, Department of Administrative Services, on behalf of all county departments. This agreement is effective on the last signature date until termination by either party.


Fiscal Impact: $4,000 annually from the Finance Department of the Internal Services Fund.


Recommended Motion: Approve the Oregon Cooperative Procurement Program Agreement with the State of Oregon, Department of Administrative Services and authorize the chair to sign, fiscal impact $4,000.00 annually from the Finance Department of the Internal Services Fund.
2.

In the matter of approving amendment number three to Janitorial Contract. - Tom Banks, Maintenance

Background:  Amendment Number Three extends the Contract for an extension period from January 1, 2018 through January 31, 2018, unless terminated prior to that date pursuant to Section 15 "Termination" of this Contract, to allow for the RFP process to proceed through the system.

Fiscal Impact:  $ 14,295.00 per month from Facilities Services budget

Recommended Motion:  Approve Amendment Number Three, extending Contract for the period of January 1, 2018 through January 31, 2018 between Detailing Specialists and Klamath County, for Janitorial Services.  Fiscal impact $14,295.00 per month.
3.

In the matter of Approving Amendment 2 to Agreement #154117 Intergovernmental Agreement (IGA) for Financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County, acting by and through Klamath County Public Health. – Courtney Vanbragt, Public Health

Background: This amendment increases the funding under program element 01 State Support for Public Health by $62,315. The original agreement had only 1 quarter’s allotment of funding, as the state budget amount had not yet been decided. The funding allocated is $6,722 more than the amount budgeted for FY 17/18. Exhibit C “Financial Assistance Award” us superseded and replaced in its entirety by this amendment to include this funding increase. The agreement effective dates remain July 1, 2017 through June 30, 2019.  


Fiscal Impact: Increased award of $62,315 in state support for FY 17/18 to sub department 4044.


Recommended Motion: Motion to approve Amendment 2 to Agreement # 154117 between the State of Oregon and Klamath County. Net fiscal impact is increased state support of $62,315 for FY 17/18 to sub department 4048.  Authorize the Department Head to sign the agreement.

In the Matter of Approving an Agreement: The Klamath County Sheriff’s Office would like to enter into a Memorandum of Understanding with the United States Department of Interior, Bureau of Land Management (BLM) agreeing to terms and conditions allowing for a BLM law enforcement officer (LEO) to be deputized by the Klamath County Sheriff. -Sheriff Kaber

Background: Deputizing BLM LEOs will allow for additional law enforcement assistance in emergency situations where a BLM LEO is the closest available officer. It will also allow for BLM LEOs to arrest, detain and transport individuals who are not on public BLM lands, when the situation is prudent for them to do so.

Fiscal Impact: None. Each party agrees to fund their own activities.

Recommended Motion:  In accordance with Oregon Revised Statute Section 204.635(2), approve the Memorandum of Understanding between the Klamath County Sheriff’s Office and US Department of Interior BLM to allow BLM LEO assistance.

Licenses

1.

In the matter of approving a recommendation for a renewal liquor license for Shelter Cove RV Resort and Marina. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: $10.00 for each renewal license.
