In the matter of presenting Monthly Employee Service Awards - BOCC

Background:  Employees are presented service awards in 5 year increments beginning with their first 5 years of service to Klamath County.

Public Hearings

1.

TIME CERTAIN: 8:45am In the matter of holding the first public hearing on proposed Ordinances 57.07B and 36.08 Board of County Commissioners

Background:  A periodic review of the Klamath County Code and Ordinance 36.07 indicates that some housekeeping amendments are necessary to make the Klamath County Code and Ordinance 36.07 consistent with the Oregon Revised Statutes, the Oregon Administrative Rules and operating changes that have occurred within the County. Pursuant to ORS 203.045(5), the ordinances may be read by title only if no member of the governing body requests that they be read in full.  The proposed Ordinances are attached.

Fiscal Impact: 
None

Recommended Motion:  There is no action that the Board of County Commissioners need to take at this time.  This hearing is for the taking of public testimony only (if any).  The second and final hearing will be held on December 19, 2017 at 5:10 p.m.  There is no fiscal impact.

Time Certain: 9:00 AM - In the matter of Public Hearing on proposed 2018 Environmental Health Fee Schedule; Courtney Vanbragt

Background: The purpose of the hearing is to discuss the proposed 2018 Environmental Health fee schedule. Time Certain 9:00.

Fiscal Impact: Expense of advertising $193.00 to sub department 4041.

Recommended Motion: Hold hearing on the proposed 2018 Environmental Health fee schedule.

Bids/Awards/Proposals

1.

In the matter of authorization to issue a Request for Proposals (RFP) for engineering analysis, design, survey, inspection and project administration for construction of a sand shed and a truck shed at the Klamath County Road Shop. Jeremy Morris - Public Works

Background: The purpose of this RFP is to hire a qualified consultant or consultants to provide engineering analysis, design, survey, inspection and project administration for construction of a sand shed and a truck shed at the Klamath County Road Shop.  Work under this contract will include but is not limited to geo-technical exploration, location survey, pre-design evaluation, detailed design, technical specification development, construction inspection, electrical, architectural, surveying, quality control & assurance and project administration.

Fiscal Impact:  To be determined.

Recommended Motion:  Board Authorize Public Works to issue an RFP for engineering analysis, design, survey, inspection and project administration for construction of a sand shed and a truck shed at the Klamath County Road Shop.  Fiscal impact to be determined by the RFP process.

Resolutions

1.

In the matter of a Resolution to revise the 2017 Klamath County Contracting Policies and Procedures - BOCC

Background: The Board of County Commissioners (BOCC) desires to revise Chapter 1, Section 1.16 (6) and 1.19 (4)(e) and (f), which exempts the Public Works Department from coordinating with the Contracting Department. The attached resolution will rescind all previous Resolutions and/or Orders exempting the Public Works department from the Contracting Specialist’s review prior to approval of any process involving purchasing and contracting, exempting the Public Works department from obtaining BOCC approval prior to issuing an Invitation to Bid, and exempting the Contracts Department from maintaining Public Works solicitation documents and contracts. The revisions will become effective immediately upon BOCC signature.

Fiscal Impact: None.

Recommended Motion: The Board of County Commissioners signs the attached Resolution adopting the revisions to the 2017 Klamath County, Oregon Contracting Policies and Procedures which will become effective immediately. There will be no fiscal impact.
2.

In the matter of signing a Resolution approving a request for variance from the State of Oregon for the Chemult Rural Fire Protection District Ambulance. - BOCC

Background: At this time, the Chemult Rural Fire Protection District Ambulance has only one Paramedic and he operates four days on and four days off.  The service has three personnel that started an EMT class in mid October and will complete the class in mid April 2018.  In accordance with Oregon Administrative Rule 333-255-072 (2)(a)(b) the Chemult Rural Fire Protection District Ambulance requests approval of a variance to operate with reduced staffing levels in adherence to OAR 333-255-0072 pertaining to Ground Ambulance Operation requirements when providing Advance Level of Care.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Resolution approving a request for variance for the Chemult Rural Fire Protection District Ambulance to operate with temporarily reduced staffing levels.

In the matter of Adoption of 2018 Environmental Health (EH) Fees; Courtney Vanbragt

Background: Klamath County Public Health is proposing the attached Fee Schedule be adopted and become effective January 1, 2018. These fees were calculated to cover the cost of program operation. Public hearing was held on December 5, 2017.

Fiscal Impact: Estimated revenue of $195,000 for FY 2018.

Recommended Motion: Motion that the attached Resolution and EH Fee Schedule be adopted and become effective January 1, 2018. Fiscal Impact is an estimated revenue of $195,000 for FY 2018.

In the matter of reappointing Sheari Garris to the Klamath Falls Forest Estates Unit 2 Special Road District Board. - BOCC

Background: The Klamath Falls Forest Estates Unit 2 Special Road District Board has a vacancy and has recommended the reappointment of Sheari Garris.  Ms. Garris is willing able and eligible to serve another term on the Board commencing January 1, 2018 and continuing until December 31, 2020.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Sheari Garris to the Klamath Falls Forest Estates Unit 2 Special Road District Board effective January 1, 2018 and expiring December 31, 2020.

In the matter of reappointing John Buckles to the Pine Grove Highlands Special Road District Board. - BOCC

Background:  The Pine Grove Highlands Special Road District Board has a vacancy and has recommended the reappointment of John Buckles.  Mr. Buckles is willing, able and eligible to serve another term on the Board commencing January 1, 2018 and continuing until December 31, 2020.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing John Buckles to the Pine Grove Highlands Special Road District Board effective January 1, 2018 and continuing until December 31, 2020.

In the matter of reappointing Gay Jarvinen, Patricia Escamilla, Chuck Wells and Cindy DeRosier and appointing Gloria Sullivan to the Library Advisory Board. - BOCC

Background: There are vacancies on the Library Advisory Board.  A recommendation by the Library Advisory Board was made to reappoint and appoint the above named individuals.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order reappointing Gay Jarvinen, Patricia Escamilla, Chuck Wells and Cindy DeRosier and appointing Gloria Sullivan to the Library Advisory Board commencing this day and expiring June 30, 2020.

In the matter of appointing Debbie Dougan, Misti Buche and Lonnie Carter to the Valley Acres Special Road District Board. - BOCC

Background: The Valley Acres Special Road District Board has vacancies due to the resignation of Curtis and Znette Blakeman.  The above named applicants are willing, able and eligible to serve a term on the Board commencing this day and continuing as follows:
Debbie Dougan expiring 12/31/2018
Misti Buche expiring 12/31/2019
Lonnie Carter expiring 12/05/2020

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Debbie Dougan, Misti Buche and Lonnie Carter to the Valley Acres Special Road District Board.

Agreements

1.

In the matter of Approval of Amendment 3 to Agreement #154117 Intergovernmental Agreement (IGA) for Financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County, acting by and through Klamath County Public Health. – Courtney Vanbragt, Director

Background: This amendment supersedes and replaces Exhibit C “Financial Assistance Award” in its entirety. The only change to this exhibit is the addition of footnote “e”. This footnote is intended to clearly outline the use of funding provided under Program Element 50 “Safe Drinking Water Program” The agreement effective dates remain July 1, 2017 through June 30, 2019.  


Fiscal Impact: None.


Recommended Motion: Motion to approve Amendment 3 to Agreement # 154117 between the State of Oregon and Klamath County. No fiscal impact.  Authorize the Department Head to sign the agreement.

In the matter of execution of an agreement between Klamath County and Rocky Mountain Construction, LLC for the following project: “Crush and Stockpile Various Sizes of Aggregate”. Jeremy Morris - Public Works

Background: The Board of County Commissioners awarded the bid for the above referenced project on November 21, 2017.  Execution of the agreement finalizes the award and authorizes Rocky Mountain Construction, LLC to commence with the project.  This project’s completion date is June 29, 2018.

Fiscal Impact:  $2,473,977.50 expenditure to the Road Operating Budget.

Recommended Motion:  Board approve and execute agreement between Klamath County and Rocky Mountain Construction, LLC for Crush and Stockpile Various Sizes of Aggregate.  Fiscal Impact is $2,473,977.50 expenditure to the Road Operating Budget.
