Background:  Approve the “Minutes” which summarizes all business by the Board of Commissioners for the business meeting held on the date stated above.

In the Matter of appointing Vickie Noel as Klamath County Treasurer. - BOCC

Background:  Klamath County Treasurer, Jason Link has resigned his position however his term as Treasurer does not expire until December 31, 2020. Oregon Revised Statute 236.210 states that the Board of County Commissioners “appoints a qualified person to serve until successor is elected”. The board of County Commissioners have chosen to appoint Vickie Noel as Klamath County Treasurer effective December 6, 2017 and continuing until successor is elected.

Fiscal Impact: None

Recommended Motion:  Read attached Order for the record.

In the matter of reappointing Julianne Alsbrook to the Goldfinch Special Road District Board. - BOCC

Background: The Goldfinch Special Road District Board has a vacancy  and has recommended the reappointment of Julianne Alsbrook.  Ms. Alsbrook is willing, able and eligible to serve another term on the Board commencing January 1, 2018 and continuing until December 31, 2020.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Julianne Alsbrook to the Goldfinch Special Road District Board effective January 1, 2018 and expiring December 31, 2020.

Agreements

1.

In the matter of execution of Agreement #32318 between the State of Oregon acting by and through its Department of Transportation (ODOT); the State of Oregon acting by and through its Oregon Parks and Recreation Department (OPRD); Klamath County (County) and the Klamath County School District (KCSD) for the improvement of the Summers Lane Pedestrian Crossing. Jeremy Morris - Public Works

Background: This agreement will allow ODOT to perform the preliminary engineering and final construction of an at-grade crossing at Summers Lane, relocating the existing Canal Trail from KCSD right of way north to connect with the existing OC&E Trail as well as construct a pedestrian refuge and striping on Summers Lane at its crossing with the OC&E Trail.  County grants ODOT right to enter onto County right of way and will maintain and periodically inspect any sidewalks and curb ramps on portions of the Project under County’s maintenance jurisdiction.

Fiscal Impact:

Recommended Motion: 
Board approve and execute Agreement #32318 between the State of Oregon acting by and through its Department of Transportation (ODOT); the State of Oregon acting by and through its Oregon Parks and Recreation Department (OPRD); Klamath County (County) and the Klamath County School District (KCSD) for the improvement of the Summers Lane Pedestrian Crossing.  Fiscal Impact is none.

In the matter of approving the Contract for Personal Services between Klamath County acting by and through Klamath County Public Health and La Pine Community Health Center – Courtney Vanbragt, Director

Background: Since August 2014, Klamath County Public Health has contracted with La Pine Community Health Center to provide medical sponsorship (services) of the Gilchrist School Based Health Center (GSBHC). The original contract allowed for 2 extensions of 1 year each. That agreement expired effective June 30, 2017. This new agreement is effective July 1, 2017 through June 30, 2018 again with the option to extend the contract up to 2 times, for 1 year each.  All other terms of the contract remain the same.  Both parties acknowledge and agree that the effective date of this contract is prior to signature date.

Fiscal Impact: $54,000 contract services expense to sub department 4047.

Recommended Motion: Motion to approve the Contract for Personal Services between Klamath County acting by and through Klamath County Public Health and La Pine Community Health Center. Fiscal Impact of $54,000 contract services expense to sub department 4047.

1.

In the matter of approval to apply for grant funding – RFGP 4495 Sustainable Relationships for Community Health (SRCH) – Commissioner Morris

Background: Public Health is requesting board approval to submit a grant application for funding to be used towards population health, evidence based interventions and services to reduce the burden of chronic disease. Funding will be awarded by amendment to the current Intergovernmental Agreement (IGA) 154117.


Fiscal Impact: Unknown at this time. Award maximum of $120,000.


Recommended Motion: Motion that request to submit an application for funding for RFGP 4495 be approved.
