In the matter of approving the Minutes from the September 29th, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

In the matter of presenting monthly Employee Service Awards - BOCC

Background:  Employees are presented service awards in 5 year increments beginning with their first 5 years of service to Klamath County.

Agreements

1.

In the matter of approving an agreement with Rhonda Eudaily to provide child care consulting services for the Child Care Co-Op Program. - BOCC

Background: The Klamath County Commissioners created the temporary Child Care Co-Op Program to assist parents and families with the time their children would normally be in school but cannot attend Full time or at all due to COVID-19 and current restrictions. 

Fiscal Impact: Expenditure not to exceed $2,00.00 per month from the CARES grant funding. 

Recommended Motion: Approve and authorize the Chair to sign the agreement with Rhonda Eudaily as a consultant for the program. Fiscal Impact: Expenditure not to exceed $2,00.00 per month from the CARES grant funding.

In the matter of the approval of a room rental agreement with Chiloquin Community Center for the purpose of providing information to property oweners affected by the Two Four Two Wildfire. Allan Brown, Building Official-Community Development

Background: The Community Development Departments Planning, On-Site and Building Divisions, Tax office and Assessors offices are putting together information to present to property owners on the steps to re-occupy property affected by the Two Four Two Wildfire. A meeting will be held on October 9th from 12:00- 2:00 at the Chiloquin Community Center in Chiloquin, OR which requires a rental agreement be signed and a fee paid in the amount of $60.00. This request is to authorize the Community Development manager to sign the rental agreement.    

Fiscal Impact: Expenditure not to exceed $60.00 from the Building Fund 5050-6030.   

Recommended Motion:  Approval of a room agreement with Chiloquin Community Center for the purpose of providing information to property owners affected by the Two Four Two Wildfire; and authorize the Community Development Manager to sign agreement; Fiscal Impact, expenditure not to exceed $60.00 from the Building fund 5050-6030.

In the matter of approving Amendment #2 between Klamath County Community Corrections and the Klamath Crisis Center for women and adult victim services. Aaron Hartman, Community Corrections.

Background: Community Corrections has had contracts with Klamath Crisis Center for many years for services for women and adult victims of Klamath County. This amendment changes the payment schedule from monthly to annually and stipulates a monthly date for statistical reports. 

Fiscal Impact: No fiscal impact.

Recommended Motion: Motion to approve Amendment #2 between Klamath County Community Corrections and the Klamath Crisis Center for women and adult victim services. Fiscal Impact: No fiscal impact.

In the matter of approving an amendment to the contract for services between Klamath Basin Behavioral Health and Klamath County Community Corrections. Aaron Hartman, Community Corrections.

Background: Community Corrections provides substance abuse treatment to persons on supervision. The services include, but are not limited to, evidence-based alcohol and drug treatment groups, individual sessions, discharge planning, and cognitive behavioral programming. The agreement allows for collaboration in services, supervision of delivery of services, electronic documentation, billing and payment, audits and records evaluation within the two agencies. 

This amendment modifies the cost of individual services, but does not change the annual fiscal revenue amount of not exceeding $37,000.00. 

Fiscal Impact: No fiscal impact.

Recommended Motion: Motion to approve an amendment to the contract for services between Klamath Basin Behavioral Health and Klamath County Community Corrections. Fiscal Impact: No fiscal impact.

In the Matter of approving the Sheriff to sign the Oregon Impact Transportation Safety Division grant agreement. - Chris Kaber Sheriff

Background: The Sheriff’s Office will be awarded up to $5,000 for  Driving Under the Influence of Intoxicants High Visibility Enforcement. This grant requires KCSO to perform Patrol Deputy Overtime Enforcement activities, provide quarterly reporting and financial payroll reports as required through September 30th, 2021.

Fiscal Impact: Revenue potential totaling $5,000 into the General Fund, Sheriff’s Office, Patrol Division.

Recommended Motion:  To approve the Sheriff to sign the Oregon Impact Transportation Safety Division grant agreement DUII Enforcement which could provide up to $5,000 in revenue into the General Fund, Sheriff’s Office, Patrol Division.

In the Matter of approving the Sheriff to sign an Oregon Department of Transportation Safety Division seatbelt enforcement grant agreement – Chris Kaber Sheriff

Background: The Sheriff’s Office will be awarded up to $5,500 to perform Patrol Deputy Overtime Law Enforcement activities involving seatbelt-related violations, provide quarterly reporting and financial payroll reports as required.


Fiscal Impact: Revenue potential of $5,500 into the General Fund, Sheriff’s Office, Patrol Division.
 
Recommended Motion:  To approve the Sheriff to sign the Oregon Department of Transportation Safety Division grant agreement for seatbelt enforcement which could provide up to $5,500 in revenue into the General Fund, Sheriff’s Office, Patrol Division.

In the Matter of approving the Sheriff to sign the Oregon Impact Transportation Safety Division grant agreement Distracted Driving Enforcement- Chris Kaber

Background: The Sheriff’s Office will be awarded up to $5,000 for Distracted Driving Enforcement. This grant requires KCSO to perform Patrol Deputy Overtime Enforcement activities, provide quarterly reporting and financial payroll reports as required through September 30th 2021.


Fiscal Impact: Revenue potential totaling $5,000 into the General Fund, Sheriff’s Office, Patrol Division.
 
Recommended Motion:  To approve the Sheriff to sign the Oregon Impact Transportation Safety Division grant agreements for Distracted Driving which could provide up to $5,000 in revenue into the General Fund, Sheriff’s Office, Patrol Division.

In the matter of appointing Matthew Fairfield to the Economic Development Advisory Committee. - BOCC

Background: The Economic Development Advisory Committee has a vacancy and has recommended the appointment of the above-named individual who is willing able and eligible to serve a term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Matthew Fairfield to the Economic Development Advisory Committee.
